Representing California’s Critical Utility Community
CUEA continues to serve as the voice of California’s critical utility sectors by participating in statewide and regional coordination meetings with emergency management agencies, government partners, and industry leaders. These engagements ensure our members’ operational perspectives help inform emergency planning, preparedness initiatives, policy discussions, and mutual assistance coordination across the state.
By maintaining an active presence in these forums, CUEA strengthens relationships with key decision-makers while keeping our members connected to emerging issues, statewide planning efforts, and opportunities for collaboration before disasters occur.

Local Emergency Planning Committee (LEPC) Meetings
Regions I & IV
- Quarterly regional emergency preparedness updates.
Statewide MARAC
- Quarterly state, regional, and local stakeholder updates.
Southern Regions I & IV MARAC
- Quarterly state, regional, and local stakeholder updates.
SEMS Guidelines – ICS Working Group
- Coordination on updates to California’s Standardized Emergency Management System (SEMS) and Incident Command System (ICS) guidance.
Infrastructure Systems #3 & #4
Water and Wastewater/Sanitation
- Completion of California’s 2026 Stakeholder Preparedness Review (SPR), an annual assessment supporting Homeland Security Grant Program (HSGP) and Emergency Management Performance Grant (EMPG) funding.
Catastrophic Incident Base Plan
- Bi-weekly coordination meeting focused on statewide catastrophic incident planning, cross-sector collaboration, and consensus on key planning decisions.
CAL FIRE
Wildfire Mitigation Advisory Committee
The committee brings together state agencies, fire service leaders, industry representatives, and other stakeholders to strengthen wildfire preparedness and mitigation efforts across California. Discussions include research, best practices, program updates, technical issues, and new laws affecting wildfire resilience.
Governor’s Office of Business and Economic Development (GO-Biz)
Economic Recovery Support Function (RSF)
Monthly statewide partner coordination meeting focused on disaster recovery planning, interagency collaboration, and information sharing among federal, state, and local partners.
U.S. Department of Energy
Monthly Coordination Meeting
Regular coordination with the U.S. Department of Energy, California Natural Resources Agency, and California Energy Commission. These meetings strengthen coordination for Emergency Support Function 12 (Energy) and support California’s utility response capabilities during State Operations Center activations.
