CUEA Expands Role in State Recovery Planning Efforts

CUEA participated in a California Office of Emergency Services (Cal OES) Emergency Support Function (ESF) and Recovery Support Function (RSF) planning meeting focused on strengthening statewide recovery coordination.

A significant outcome of the discussion was the continued inclusion of utility perspectives within Joint Field Office (JFO) planning and recovery coordination efforts.

Recovery planning has historically received less attention than immediate response operations, despite its critical role in restoring essential services and supporting community resilience following disasters.

CUEA’s participation helps ensure utility operators have a voice in recovery planning discussions and that the challenges associated with restoring critical infrastructure are understood by state and federal partners.

This engagement reflects the growing recognition that utilities play a central role not only in emergency response but also in long-term community recovery and resilience.
