The California Governor’s Office of Emergency Services (Cal OES) has released the newly updated 2024 State Emergency Plan (SEP) — the first revision since 2017 — and the California Utilities Emergency Association (CUEA) is proud to be featured throughout the document as a key coordinating partner for the state’s utility sectors.
The updated SEP, approved by the Governor’s Office and the Director of Cal OES, formally recognizes CUEA’s leadership and statutory authority in coordinating emergency preparedness, response, and recovery across California’s critical lifelines.
Among the highlights:
- The Utilities Operations Center (UOC) is managed by CUEA, the state’s largest utility emergency association, which coordinates multi-sector response and restoration efforts with Cal OES and state agencies during emergencies.
- Under CA-ESF 12 (Utilities), CUEA is cited as a key partner in advising, coordinating, and supporting energy, telecommunications, and water systems during shortages or disruptions.
- The plan notes that CUEA board members participate in the Energy, Pipeline, and Water/Wastewater Committees, reinforcing our collaborative leadership role in statewide coordination.
- CUEA is recognized for its partnership with Cal OES, CPUC, CEC, and CAISO in managing and resolving utility issues throughout the emergency lifecycle.
This inclusion represents more than acknowledgment — its validation of CUEA’s mission, its membership, and its trusted role in protecting California’s critical infrastructure.
