The California Utilities Emergency Association (CUEA) is a 501(c)(4) nonprofit, membership-based organization, created by utilities, for utilities, to support coordination before, during, and after emergencies.

Established in 1952, CUEA has spent more than seven decades working alongside California’s utility sector and public partners to strengthen preparedness, communication, and response. Governed and sustained by its utility members, the association exists to serve the collective needs of the industry—providing a trusted forum where coordination, mutual assistance, and shared problem-solving take shape.

Today, CUEA is building on that legacy with renewed focus and leadership, advancing more connected networks, stronger collaboration, and increased value for its members. Our work is grounded in the belief that effective emergency coordination doesn’t happen by chance—it is built through enduring relationships, shared frameworks, and trust developed over time, so when emergencies occur, collaboration is already in motion.

How CUEA Supports Emergency Coordination

Over the years, CUEA’s role has taken many forms—often behind the scenes, always focused on coordination.

We have helped utilities align during large-scale wildfires, supported cross-sector communication during severe weather and infrastructure disruptions, and contributed to the planning frameworks that guide emergency response across California.

CUEA regularly participates in statewide advisory groups, emergency planning efforts, and coordination meetings alongside public agencies and utility partners. This work helps ensure that utility operations, mutual assistance, and government response efforts are aligned long before an incident occurs.
